Credit Freeze: The Definitive How to Guide (50 state interactive map)

credit freeze guide

If you’re worried about identity theft and want to stop anyone trying to gain access to your credit report without your permission, you may want to place a credit freeze on your credit report.

What is a Credit Freeze?

A credit freeze, also known as a security freeze, is designed to restrict access to a person’s credit profile and is one of the most effective tools against identity theft available. The freeze will prevent any new creditor from running your credit to open new credit accounts. This can prohibit an identity thief who gets ahold of one’s information from opening any new accounts in their name because creditors will not be able to access the credit report and extend credit.

What will a new creditor see if they run my credit and it’s frozen?

They will see a message indicating that the file is frozen. No information will be released.

Who can see my credit report if it’s frozen?

There are a few entities that will still have access to your credit report.

  • Pre-existing creditors or debt collectors acting on their behalf
  • Government agencies can gain access due to a court order, subpoena, or search warrant.

How to place a freeze on a credit report?

Adding, lifting, or removing of a freeze can be done online, by phone, or by mail among the major credit rating agencies. You will need to contact all 3 bureaus individually, submit your personal information, and pay the fee based on what state you live in (each state has own fees and regulations).

Here’s how you can contact each bureau:

  • Equifax – 800-349-9960
    Equifax Security Freeze | P.O. Box 105788 | Atlanta, GA 30348
  • Experian – 888-397-3742
    Experian Security Freeze | P.O. Box 9554 | Allen, TX 75013
  • TransUnion – 888-909-8872
    Transunion Fraud Victim Assistance | P.O. Box 6790 | Fullerton, CA 92834

For each bureau, you must:

  • Provide your full name, Social Security number, date of birth, and address (must include all addresses you have lived at for the past 5 years).
  • Provide proof of residence (phone bill, utility bill, etc.).
  • Include a copy of a government issued ID card (Driver’s license, Passport, Military ID, etc.).
  • If an identity theft victim, include a copy of your identity theft report or an equivalent complaint to a law enforcement agency.
  • If not a victim, submit payment (each state has own fees and regulations).

How long does it take before the credit freeze goes into effect?

Once you complete your request, each credit bureau can take up to (10) business days to send a confirmation letter including a PIN. Keep this PIN in a safe place because you will need it if you want to lift or remove the freeze.

What’s a temporary lift?

A credit freeze will stay in place until you ask the credit bureaus to temporarily lift or remove it completely. If you know you’re applying for a loan, new job, a new place to rent, etc., you will need to request a temporary lift. You’ll specify a certain timeframe to lift the freeze and allow creditors to gain access to your credit report. Once requested, the bureaus have 3 business days to comply. The fee varies from state to state.

How long does it take to temporary lift a credit freeze?

The credit bureaus must lift the freeze no later than 3 business days from receiving your request.

What a credit freeze doesn’t do

A credit freeze is most effective when someone is trying to pull your credit report. They can help deter an identity thief from opening new accounts, but they can’t stop the threat of other types of identity theft. Here are few examples to consider:

  • Creditors who open accounts without running a credit check
  • Opening new bank accounts or health insurance accounts
  • When an identity thief uses a victim’s current bank accounts or credit cards
  • Medical identity theft
  • Criminal identity theft

Will a credit freeze lower my credit score?

A credit freeze will not affect your credit score.

Key information related to a Credit Freeze

A “protected consumer” is an individual who is under the age of 16 years at the time a request for the placement of a security freeze is made or an incapacitated person for whom a guardian has been appointed by a court of law.

All identity theft victims should submit a copy of a valid police report as proof of unlawful use of their personal information by another unauthorized person. The report should be completed no later than 90 days before you request a security freeze. This applies to all the CRA’s (credit bureaus).

There are no fees for victims of identity theft, provided they have shown proof of their claim by submitting a valid identity theft report, investigative report, incident report, or complaint with a law enforcement agency about the illegal use of your personal information by another person.

**Experian allows an incident report from the Department of Motor Vehicle (DMV) as a substitute for a police report as proof of being a victim of identity theft.

**Experian doesn’t charge a fee for PIN replacement across all 50 states.

**TransUnion does not charge their consumers any fees for permanently removing a credit freeze or replacement of PIN in all 50 states.

Requesting a credit freeze for a minor

Children are becoming the fastest growing segment of the population when it comes to identity theft. Placing a credit freeze on their credit profile will help stop identity thieves from ruining their credit before adulthood.

Credit bureaus don’t knowingly maintain credit information on minors in their databases. Ideally, there shouldn’t be a file on record, that would mean your child was not victimized.

Some states are requiring that a credit report be created if none exists in order to add a credit freeze. For those states, each credit bureau will create the report and add the freeze at the parent’s request once they receive the required documentation.

You will need to contact each bureau individually by physically mailing the documentation below to place a credit freeze.

  • A written request to place a “protected consumer freeze” on the named individual’s file
  • A lawfully executed and valid Power of Attorney, or a written, signed and notarized statement that describes your authority to act on behalf of the protected consumer/minor
  • Your full name, including middle initial and generation, such as JR, SR, II, III, etc.
  • Copy of your driver’s license or another government issued identification card
  • Proof of your address, such as a copy of a bank statement, utility bill, etc.
  • Copy of both the child’s birth certificate and Social Security card
  • The child’s full name, including middle initial and generation, such as JR, SR, II, III, etc.
  • Complete address
  • The required fee via check or money order (not all states have their fees posted so you may have to call to verify)

Here are the addresses to mail the documentation:
